does this pay insurance? does it need a license plate?
Depends on the state you are in. Look up your local DMV website and read up.
In Tx, even my 49cc Metro is considered a "motorcycle" and I need a "restricted motorcycle" license and not a moped. It also requires a tag and insurance.
